Book an appointment with the police or the Tax Administration at SUA

If you intend to stay in Norway for three months or more, you'll need a registration certificate. This is a confirmation that you're registered with the police and have lawful residence in Norway. To get a registration certificate, you must book an appointment with the police at SUA.

If you're also going to apply for a tax deduction card or report a move to Norway, you'll be sent to the Tax Administration's desk while you're at SUA. You do not have to book a separate appointment.

Unfortunately, some SUA offices have long waiting times for appointments for EEA registrations. Read more about waiting times and priorities (politiet.no).If you’re an EU/EEA citizen, you’ll still have lawful residence in Norway beyond three months if you exercise your EEA rights. This applies, for example, if you have a job in Norway. You can book an appointment with the Tax Administration to apply for a tax deduction card or report a move to Norway even if you have not received a registration certificate yet.

You must bring:

• a passport or national identity card
• an employment contract or written offer of employment
• the completed form Application for tax deduction card for foreign citizens (skatteetaten.no). If your employer has applied on your behalf, you do not need to fill in this form.

Do you work for an EU/EEA company and have been sent on an assignment to Norway? Then you must also bring a confirmation of the assignment.

You can start your own business in Norway if you're going to carry out business activity here. To start a sole proprietorship (ENK), you must register it in the Brønnøysund Register Centre. You must have a Norwegian identification number (national identity number or D number). If you do not have a Norwegian identification number, you can apply for a D number at the same time as you register your sole proprietorship. When you've received your D number, you must attend an ID check.

You must bring:

• a passport or national identity card
• the completed form Notification of a move to Norway (skatteetaten.no)
• supporting documents showing that you have a right of residence in Norway for at least 6 months. Right of residence is the right you have as an EU/EEA citizen to stay in Norway if you work, study, run your own business, or have family here. Supporting documents can be, for example, employment contracts, payslips, timesheets, or registration certificates from the police. If you do not have a registration certificate yet, or if your registration certificate is older than 30 days, you must bring supporting documents showing that you have a right of residence in Norway. • supporting documents showing that you’ll be living in Norway for at least six months. This could, for example, be a contract for the purchase or rental of a property, an employment contract, a confirmation of assignment from a staffing agency or a confirmation that you're a student.

If your supporting documents are older than three months, you should also bring a confirmation showing they’re still valid.
